Respondents could say the service would greatly improve, somewhat improve, stay the same, somewhat worsen, or greatly worsen.

For the ANC, 39% of voters said service delivery would greatly improve, 0% somewhat improve, 12% stay the same, 6% somewhat worsen, and 44% greatly worsen. The ANC records a net negative score of -11% (improve 39% minus worsen 50%).

For the DA, 28% said greatly improve, 24% somewhat improve, 39% stay the same, 0% somewhat worsen, and 10% greatly worsen. The DA has a net positive score of +42% (improve 52% minus worsen 10%).

Voters in Tshwane are skeptical that the ANC could deliver service improvements alone. The DA stands out with a clear net positive perception, suggesting that its brand of local governance is seen as more competent or reliable. The ANC faces both high expectations and strong voter doubts.
