Ekurhuleni city manager Imogen Mashazi has told the Madlanga Commission that metro police chief Isaac Mapiyeye and deputy Revo Spies colluded to fabricate evidence and filed misleading minutes of a meeting.

She says they co-ordinated accounts to paint her as shielding EMPD figures in a blue lights scandal, a claim she rejects, arguing the officers are abusing the inquiry to settle scores.
