The US military said it carried out strikes on two suspected drug smuggling boats in the eastern Pacific on 18 December, killing five people, three on one vessel and two on the other.

US officials say the campaign treats cartels as an armed conflict, but rights groups and lawmakers argue drug trafficking is a law enforcement problem and say evidence for targeting decisions has not been made public.
