Two decades of onerous mining policy, regulatory burden and environmental legislation drove capital investment in South African mining into collapse. The ore did not go anywhere. What emerged in place of formal mining is an industrial-scale criminal enterprise with its own labour brokers, supply chains, explosives procurement, transport fleets and armed security. It controls terrain underground, and the state now has to fight its way back in.
